Alert the situation room 15 · 30 minutes before alleys crowd
We add alley- and area-level 15 · 30-minute forecasts on top of the intelligent CCTV you already use — no camera replacement
01 | Where it's used
For places that crowd again and again
Irregular crowding such as sudden pop-ups is hard to forecast
Special tourist zones
Areas where the same alleys fill every weekend and evening
Halloween · year-end priority areas
Areas the Ministry puts under intensive management for set periods[1]
Streets with recurring events
Events held on the same streets at the same time every year. With a peak of 5,000+, they are subject to local-government fact-finding surveys.[4]
02 | Today's challenge
The situation room needs evidence to decide
Halloween 2026: 28 sites nationwide
For Halloween 2026 (23 Oct–1 Nov), the Ministry of the Interior and Safety put 28 sites under intensive management with the crisis alert at “Caution”.[1]
Power to advise dispersal
Since October 2025, local governments can advise suspending or dispersing an event when there is a crowd risk.[2]
Today's data is grid-based
Seoul real-time city data shows a 50 m grid from mobile-network signals, updated every 5 minutes.[3]

KISA's intelligent CCTV performance testing has no formal "crowd density" item yet. As of 2024, draft criteria for crowd-density performance were being prepared.
07 | Forecast validation
How do we validate forecasts?
Against a baseline
We measure how much better the forecast is than assuming the current value stays the same.
Misses are recorded too
We record and show wrong forecasts as well. If false alarms repeat, we adjust that area's alert threshold.
Publishing field results
Counting and forecast errors from festival pilots are planned for publication in November 2026. [To confirm: publication date]
