Forecast the peak crowd 15 minutes ahead

We forecast area density at local festivals · university festivals · outdoor performances 15 and 30 minutes ahead, and carry it through to control recommendations and a final report

01 | Where it's used

Where it's used

Local festivals with a peak of 1,000+

They must prepare a safety plan, submitted 3 weeks before the event.[1]

Festival grounds with a peak of 5,000+

They are subject to local-government fact-finding surveys.[2]

Outdoor performances of 1,000+

They file a disaster response plan that includes crowd-crush prevention.[3]

02 | Today's challenge

Only the current count in visible areas

Site checks rely on staff

Festival safety is handled within service contracts centered on crowd-control staff. They see only what's in sight, each judging differently.[4]

Once risk is confirmed, there is little time to respond

Foot patrols and CCTV counting see only the current count. Once the risk is visible, there are zero minutes left to respond.

Shown on the client's standard

Client standard

e.g. Cheonan City 4 levels — clear · moderate · caution · crowded (area-average people/m²)[5]

Ministry guideline

Outdoor clear 2 · caution 3–4 · danger 5 people/m² (local density)[6]

The Cheonan City standard is the average over the whole area; it is measured over a different area than the local-density thresholds in the Ministry guideline (caution 3–4 · danger 5 people/m²). The levels and thresholds on the board can be switched to the client's standard.

05 | Safety plan · review

How it fits the safety plan and its review

What the documents requireWhat AutoSafer provides
Safety plan item (3): fire prevention and measures against casualties from crowding[8]Observed areas · density thresholds · alert levels · control-recommendation procedure
Safety plan item (4): securing and deploying safety staff[8]Expected density by area as reference for staff deployment
Review questions: basis for the peak-visitor estimate · measures if capacity is exceeded[9][10]Pre-event congestion simulation (option) · alert thresholds
Mass-gathering fact-finding items: peak count · capacity · density and dwell time[7]Final report structured in the same order
Event-agency RFP: crowd-route layout drawing · mass-crowding response manual[11]Camera and observed-area layout, response procedure by alert level

We don't write the plan itself. We provide the observation and threshold material to put in it.
